Notice on the activities of the Science and Technology Month of Housing Urban and Rural Construction in 2024

为贯彻落实党的二十大精神和习近平总书记关于科技创新和Popularization of science工作的重要论述，We will further strengthen the popularization of science in the housing and urban and rural construction industries，According to the "Notice of the China Association for Science and Technology of the Central Publicity Department of the Ministry of Science and Technology on holding the 2024 National Science and Technology Activity Week" (No. 31 (2024)) work deployment，The Ministry decided to launch the 2024 Housing and Urban-Rural Construction Science and Technology Month。The relevant matters are hereby notified as follows:

(1) Activity time

May 1 - May 31, 2024。

(2) Activity theme

The theme is "Promoting the spirit of scientists and stimulating the vitality of innovation in the whole society"，In the whole society, scientific knowledge in the field of housing urban and rural construction should be widely popularized, scientific achievements should be demonstrated, scientific methods should be advocated, scientific ideas should be disseminated, and scientific spirit should be carried forward，Stimulate the vitality of innovation and entrepreneurship in the whole society and all industries，We continued to raise the level of science and technology in housing development in urban and rural areas。

(1) Thoroughly publicize the major decisions and arrangements of the Party's 20th National Congress on scientific and technological innovation。广泛宣传党的十八大以来在以习近平同志为核心的党中央坚强领导下科技创新取得的重大成就。线上线下多渠道宣传习近平总书记关于科技创新和Popularization of science工作的重要论述。

2. Vigorously promote the scientist spirit in the whole society。We will extensively launch scientific spirit education bases, science popularization venues (bases), and scientific and technological innovation platforms for housing urban and rural construction to promote the spirit of scientists in various forms, and guide all walks of life to use exhibitions, micro-videos, and various forms of literary and artistic creation and performance to tell the story of the patriotic struggle of Chinese scientific and technological workers。We will give full play to the role of the news media, launch relevant key reports focusing on "promoting the spirit of scientists", create high-quality columns, and strengthen online and new media publicity。

3. The 2024 Housing and Urban Development Science Popularization Competition will be held

The competition is divided into two stages: preliminary and final。

1.Preliminary stage。Each unit is responsible for the organization and implementation of the preliminary competition in its own region and unit, and recommends no more than 3 players to participate in the semifinal。All units are encouraged to organize preliminaries in the form of live competitions。

2.Final stage。Organized and implemented by the Ministry of Housing and Urban-Rural Development, it is divided into two stages: semi-final and finals。The semi-final adopts the video review method. Our department will organize experts to review the video of the players recommended by each unit in the preliminary competition, and select the best players to enter the finals。The final competition adopts the way of on-site competition, the content of the competition is independent proposition explanation and random proposition explanation. The judges will score and evaluate the outstanding contestants on the spot, and recommend them to participate in this year's National science Popularization Explanation competition. The competition time and place will be announced separately。The implementation plan of the science Popularization contest is detailed in Annex 1。

(4) Hold the 2024 Popular Science micro video Competition on Housing and urban and rural Construction

The entries are original micro-video works completed and broadcast between January 1, 2023 and December 31, 2023。Each unit can recommend 2 popular science micro video works of their own region or unit to participate in the competition。At the same time, in order to encourage the general public to participate in the creation of science popularization videos, excellent science popularization micro-video works are publicly collected from the society。Each institution and each citizen can nominate one work。

The competition adopts the form of expert review, and awards certificates to outstanding works。Excellent works will be exhibited on relevant media platforms, and recommended to participate in the national science popularization micro-video competition。The implementation plan of the Popular Science Micro-Video Competition is detailed in Annex 2。

(5) Hold the selection of outstanding popular science books on housing and urban and rural construction in 2024

Entries are books officially published between January 1, 2021 and December 31, 2023 (including translated and republished books).。Each unit can recommend 3 popular science books of its own region or unit to participate in the evaluation。

The selection activities adopt the form of expert review, and award certificates to excellent books。Excellent books will be promoted on relevant media platforms, and recommended to participate in the national excellent popular science works selection。The implementation plan for the selection of excellent popular science books is detailed in Annex 3。

(6) Holding the 2024 housing urban and rural construction scientific experiment exhibition and performance activities

Participating teams around the housing urban and rural construction industry scientific and technological innovation content self-selected propositions demonstration performance。Each unit can recommend 2 participating teams to record the performance video. Our department will organize experts to review the performance video, issue awards to the outstanding teams, and recommend them to participate in the national scientific experiment exhibition。The implementation plan of the experimental performance is detailed in Annex 4。

(7) Opening scientific and technological resources to the public。Organize the science and technology innovation platform of the Ministry of Housing and Urban-Rural Development and the science popularization bases of relevant universities and enterprises to carry out open and visiting activities, and display advanced scientific and technological achievements in housing and urban-rural construction to the public through exchanges of results and experimental demonstrations。

8. Launching grassroots activities to popularize science。Organize science popularization into parks, communities, and campuses, organize scientific and technological personnel to disseminate scientific ideas and knowledge to the public, publicize scientific and technological achievements, popularize urban safety knowledge, and advocate a green lifestyle。

9. Carry out popular science activities for young people。Organize young people to visit science and technology venues, laboratories, water treatment and household waste treatment facilities and other popular science bases for housing urban and rural construction, and guide and encourage young people to participate in scientific and technological innovation activities for housing urban and rural construction。

1. Strengthening organization and coordination。All units should strengthen the organization and leadership, mobilize the majority of scientific and technological workers to actively participate in the science and technology month activities, combine their own scientific and technological resources, carefully plan, innovate the form, enrich the content, and emphasize practical results to ensure that science popularization activities are safe, orderly, and colorful。

2. Strengthen publicity and reporting。All units should make full use of the media such as radio, television, newspapers and networks to focus on the publicity and reporting of popular science activities during the Science and Technology Month, vigorously promote the spirit of scientists, strive to create a strong atmosphere of respecting knowledge, advocating innovation and respecting talents, and constantly enhance the awareness of industry innovation。

(3) Do a good job of summary feedback。All units should do a good job of summarizing and feedbacks of science popularization activities in a timely manner, and send the summary report of Science and Technology Month activities, the Statistical Table of the Development of Science and Technology Month Activities of Housing Urban and Rural Construction in 2024 (Annex 5), relevant image data and media reports to their work emails before June 15。The department will issue the certificate of "Excellent Organization Award" to the units with outstanding organizational characteristics and better results。
